The present study was conducted for the Government of India in collaboration with the World Institute for Development Economics Research (WIDER), Helsinki, and the Ministry of Industry, Science and Technology, Government of Sri Lanka. The report was considered at the Sub-Commission meetings of the Indo-Sri Lanka Joint Commission. The findings and recommendations of the study were also discussed at the Indo-Sri Lanka Joint Business Council (JBC) meeting in New Delhi during March 1992. Excerpts of the study were included in the background papers circulated during the JBC meeting.
