    The last three and half decades have seen significant changes in the international trade. While earlier trade cooperation implies mainly reducing tariff and quantitative restrictions, present-day trade governance increasingly deals with non-tariff barriers (NTBs) resulting from technical regulations, standards, conformity assessment procedures and professional qualification requirements. As tariffs have already fallen globally, NTBs, regulatory requirements and other trade costs have become increasingly important determinants of market access and
